Mr. Fixer doesn't. In the episode "Challenge of the Masked Racer," he tries to bribe Pops to have Speed join the Alpha Racing Team. When that fails, he puts gasoline in the radiator of the car driven by Racer X. Fixer works for Mr. Wiley, who also isn't.
